    Why the fixed element matters

    A standing charge is payable every day a meter is connected, whatever the household does. It does not fall when someone insulates a loft, switches off appliances or leaves the house empty for a month. It is the part of a bill that no amount of careful behaviour can reduce.

    Because the amount is the same for everyone on capped rates, it forms a larger proportion of a smaller bill. That is arithmetic rather than a claim about fairness, but it is the reason the same charge is experienced very differently by different households.

    What this analysis is, and is not

    This release is a calculation from published regulated rates. It contains no PowerGuardian user data, no survey and no model of behaviour. It says what the capped charges are and what share of a bill they represent at three stated levels of consumption.

    It is not a statement about what PowerGuardian users pay, and it is not a regional comparison. The benchmark consumption figures are Ofgem's; the low and high bands are PowerGuardian-defined proportions of that benchmark and are labelled as such throughout.

    What this means for a household

    If your annual usage is below the cap benchmark, a larger share of your bill is fixed and cannot be reduced by using less. It is worth checking whether a tariff with a lower standing charge suits you, and — if your bill looks high for your usage — whether your direct debit is set reasonably. Neither action changes the capped standing charge itself, but both affect what you actually pay.

    Exclusions
    No PowerGuardian user data is used. Northern Ireland, prepayment meters, fixed tariffs and multi-register meters are outside the scope of these figures.

    Definitions

    Standing charge
    A fixed daily amount payable for each fuel while a meter is connected, regardless of how much energy is used.
    Price cap
    The maximum unit rates and standing charges a supplier may charge on a default tariff. It caps rates, not the total bill.
    Cap benchmark consumption
    The annual consumption Ofgem uses to publish its headline cap figure: 2,700 kWh of electricity and 11,500 kWh of gas. It is not the same as Ofgem's Typical Domestic Consumption Values.
    Low and high use bands
    PowerGuardian-defined bands set at 60% and 150% of Ofgem's cap benchmark consumption, used to show how the fixed charge share changes. They are not official categories.

    Limitations and uncertainty

    • These figures apply to default direct-debit tariffs at capped rates in England, Scotland and Wales only. They exclude Northern Ireland, prepayment meters, fixed tariffs and multi-register meters such as Economy 7.
    • The low and high usage bands are defined by PowerGuardian as proportions of Ofgem's cap benchmark consumption. They are illustrative arithmetic, not measured households, and they are not Ofgem categories.
    • Regional variation within the cap is not captured; the figures use the national capped rates.
    • No change over time is published, because PowerGuardian does not yet hold verified standing charges for prior cap periods in its canonical record.
    • The calculated benchmark bill of £1,862.66 differs from Ofgem's rounded £1,862 headline by 66p because of rounding at intermediate steps.
    • This release says nothing about what people who use PowerGuardian pay: it contains no user data.
